$25 Off-Road Vehicle Fee: Frequently Asked Questions
What is the $25 Off-Road Vehicle Fee?
It is an annual provincial fee paid when you register or renew a registered off-road vehicle
(ORV) in Manitoba. The fee is collected by Manitoba Public Insurance (MPI) on behalf of the
Province of Manitoba.
Why is the fee collected?
The fee provides dedicated funding for Manitoba’s off-road vehicle program. It supports safer,
more sustainable riding by helping fund:
● Public ORV trail maintenance and repairs
● Trail development, signage, and related infrastructure
● Rider safety education and training
● Emergency trail repairs
● Restoration of public lands and trails affected by unauthorized or damaging ORV use
● Grants that support safe, responsible ORV trail use
Which vehicles does the fee apply to?
The fee applies to registered ORVs, including ATVs, side-by-sides, dirt bikes, and snowmobiles.
Under Manitoba law, an ORV is a wheeled or tracked motorized vehicle designed or adapted to travel cross-country on natural terrain.
When and where is it paid?
The $25 fee is collected at the time of registration or renewal through MPI or an Autopac agent.
It is separate from registration and insurance costs.
Does everyone pay the fee?
The fee applies to ORVs that are required to be registered. Vehicles exempt from registration are also exempt from the fee. MPI lists examples of registration-exempt vehicles, including
ORVs operated exclusively on the owner’s occupied property and certain vehicles used for
commercial fishing or trapping.
Where does the money go?
Revenue from the fee is dedicated to ORV-related activities—not general provincial operations.
More than half of the funds collected are directed to the Province of Manitoba’s Off-Road
Vehicle Land and Trail Rehabilitation Grant Program. Through this program, grants are available to eligible municipalities, Indigenous communities, and non-profit organizations (including
ATVMB clubs) to restore and repair trails and public lands affected by ORV traffic.
The remaining funding supports trail development and maintenance, rider safety education and training, and organizations and local clubs that help build, maintain, sign, and steward
Manitoba’s ORV trail network.
How does ATVMB use the funding it receives?
ATVMB directs a significant portion of the funding it receives to affiliated clubs, where volunteers
help build and maintain trails, install signage, and provide ongoing trail stewardship. Funding
also supports safety training and education, partnerships, outreach, and the work required to strengthen Manitoba’s ATV trail network.
Why does it matter?
The fee helps turn rider contributions into better places to ride: clearer routes, maintained trails, safety resources, and healthier public lands.
Just as importantly, it helps protect the landscapes we ride today so future generations can
experience the same freedom to explore Manitoba’s trails. Responsible trail investment now
helps keep these places open, safe, and enjoyable for years to come.
